St. Louis Nursing Home Owner On Trial for Abuse and Fraud "
The former operator of a chain of St. Louis, Missouri area nursing homes has pleaded not guilty yesterday to charges that he was siphoning money out of his nursing homes and providing negligent care and resources because of it. Robert D. Wachter, of Jackson Wyoming entered his plea. US Magistrate Judge David Noce will hear the case in St. Louis Federal Court.

"Missouri nursing home abuse laws take effect"
New laws will be taking effect as of August 28, 2003, including
a new Missouri nursing home abuse law. The Senate Bill 556 will
increase penalties to $25,000 per day for Missouri nursing home
abuse and neglect. In addition, a fund has been created to increase
the level of care provided in Missouri nursing homes and protects
those employees from retribution if wishing to report incidents

"Families seek better Missouri nursing home abuse laws"
Families are calling on the Senate’s subcommittee on aging
to combat the instances of Missouri nursing home abuse that have
been allowed to occur in high numbers across the state for years.
Blaming weak government oversight and improper prosecution of nursing
home abuse offenders, families are now demanding change. Contributing
graphic, emotional testimony at a Senate hearing, recent findings
from the federal GAO facts were cited, stating that roughly 20%
of the nation’s nursing homes with higher instances at 25%
in Missouri have “suffered actual harm from the care they
received.”

"Missouri nursing home abuse goes unnoticed"
Missouri’s top nursing home regulator has recommended a Missouri
nursing home to pay over $250,000 in fines and to lose Medicare
and Medicaid eligibility if failing to reform to nursing home abuse
policies. The recommendations came after a facility failed to adequately
respond to signs that an employee was abusing residents. The Missouri
nursing home allowed the employee that was alleged with rape and
beatings to continue working while investigating earlier allegations

"Missouri Nursing Home Bill Angers Many"
Senator Jon Dolan proposed a new version of a 70-page bill that
would allow the current system to remain regarding nursing home
abuse. Under Dolan’s proposal, nursing homes can avoid fines
if health and safety violations are corrected by the next inspection
date, however this will allow instances of nursing home abuse to
go unacknowledged in many instances according to critics. Senate
President Peter Kinder belongs to a bipartisan group that has been
working for months to develop a nursing home bill consensus.
Revised 28 times, the nursing home bill is supported by many elder
groups. The nursing home bill includes that any nursing home abuse
deaths would be reported to the local coroner prior to being moved
to a funeral home and the most serious instances of nursing home
abuse fines would stick regardless of whether the home corrected
the problem later. Any administrators concealing instances of nursing
home abuse or nursing home neglect would be charged with a felony.
Any affidavits from individuals 60 years or older could be admitted
in court if that person has become deceased or been declared incompetent.

Due to vast underreporting of instances of Missouri nursing
home abuse and Missouri nursing home neglect, it is not clear what
the actual impact is. A social service agency has put several programs
into place with volunteers and staff members in direct contact with
residents of nursing homes in attempts to be more aware of any sings
of Missouri nursing home abuse. All the volunteers and workers are
trained to recognize signs of nursing home abuse and given the proper
instructions on what to do if nursing home abuse is suspected.
